Capes News – March 2026

New Oceanside Day Use Fee

It looks like Oregon State Parks is going to start charging for parking in the lots in Oceanside at the end of this month. The daily fees are $10 for in-state visitors or $12 for out-of-state…or you can purchase an annual pass for $60, which will allow you to park at any Oregon State Park that charges a day use fee. According to this notice sent out by the Oceanside Neighborhood Association in February, the day use fee will be applicable to both the lower beach entrance lot as well as the upper lot next to the Community Center/Post Office building. I am not sure at this time what that will mean for people dining at Rosanna’s or attending events at the Community Center.

From the Bridge House Committee

The Bridge House Activities Committee is planning two Happy Hours to bring our community together in March and April. Join us Friday, March 20 and Friday, April 17 from 5 to 7pm in the Bridge House. Bring your favorite things to drink and snacks to share and let’s keep the conversations going!

Annual Director Election Information

Voting for this year’s director election will once again take place via mail-in (or email-in) ballot. Ballot packets will be mailed out between March 17-20 so that ballots can be returned and counted prior to our April 18, 2026 Annual Homeowners (Zoom) Meeting, when the winners will be announced. Only one packet will be mailed per lot, so if your lot has multiple owners, only one of you will receive a ballot in the mail. It will be up to that owner to confer with your partners and decide together how to cast the vote for your lot. [The ballot packet will also be uploaded to the owner portal library so that all owners will be able to access it online as well.]
There are two seats with expiring terms this year – those belonging to Cheryl Jones (member since 2014) and Steve Plaisted (member since 2024). Both have decided that they are ready to give someone else a chance at all the fun and will not run for reelection. We are grateful for their commitment to this community for all these years!
In the running for those two seats will be Sandy Husk, Cherri Lindquist, Andreas Reiff and Jason Scully. Candidate statements and questionnaires will be included in your ballot packet so you can learn more about each person’s background and interest in serving on the Board.
Please be sure to return your ballot by the deadline indicated in the packet so it can be counted prior to the Annual Meeting. As always, every lot gets one vote, and your participation is important in helping guide the future of our community.
We encourage all owners to take a few minutes to review the candidate information and cast your ballot. Thank you in advance for being involved — strong participation makes for a strong HOA!

Driveway Sealcoating Opportunity

While NW Asphalt is onsite this summer sealcoating our private roads, they have offered to sealcoat individual driveways at the same time for any owners who are interested. This is a convenient opportunity to complete driveway maintenance while the crew and equipment are already in the community.
Pricing (at the owner’s expense) is as follows:
  • Crack filling: $1.10 per linear foot
  • Sealcoating: $0.26 per square foot
If your driveway could use some attention and you would like to be included in the group project, please email manager@thecapeshoa.org. Once we have NW Asphalt’s schedule for the road work, we will follow up with participating owners with timing details.
Regular sealcoating helps extend the life of asphalt and keeps our community looking its best — we’re happy to help coordinate this option for those who are interested.

Open Feedback Period Reminder

The notice below was sent to all owners on 2/25/2026:

The Board of Directors is currently reviewing the recommendations provided by the Landscape Advisory Committee (LAC) so that the Board may adopt an Amended and Restated View Protection Resolution to address the concerns expressed by the members of the LAC as well as the concerns expressed by members of the community.

Owners are invited to review the following materials:

  • The LAC’s Report to the Board
  • The draft Amended and Restated View Protection Resolution that would implement the recommendations of the LAC
  • Any draft motions proposed by members of the Board to amend the draft Amended and Restated View Protection Resolution

At this time, three draft motions have been submitted. Board members have until Wednesday, May 6, 2026 at 5:00 PM to submit any additional motions they wish to put forward for discussion at the May Board meeting, which will be made available for public review on the Owner Portal Library.

Owners are also welcome to submit written comments by Wednesday, May 6, 2026 at 5:00 PM, which will also be made available for public review on the Owner Portal Library.

All materials, including submitted motions and owner comments, will be posted in the Owner Portal Library under the Board of Directors folder.

Background

The Landscape Advisory Committee was established by the Board at its July 2025 meeting. The purpose of the committee was to review the procedures followed by the Landscape Committee in connection with protection of bay and ocean views pursuant to Section 6.11 of the CC&Rs and the View Protection Resolution adopted on March 18, 2023, and to make recommendations to the Board regarding any changes to those procedures and to the Resolution itself.

The LAC was comprised of nine volunteer homeowners, including two members of the Landscape Committee. The committee met numerous times between September and December 2025 and submitted its final report to the Board in mid-December.

We encourage all owners to review the materials and provide any feedback by the deadline noted above
